Further attention should be paid to whether it has passed international quality management system certifications such as ISO 22716 (Cosmetics GMP), which is a strong endorsement of production standards and product safety.


    Compliance review: Gain a deep understanding of the factory's compliance operating procedures in raw material management, production records, product retention, and other aspects to ensure that its operations fully comply with the requirements of the national "Regulations on the Supervision and Administration of Cosmetics" and supporting regulations.


    Step 2: R&D strength drives product innovation


    Formula development capability: Excellent processing plants should have a mature R&D team and formula database. Clarify whether it can provide scientific, effective, and differentiated formula solutions based on your brand positioning, target skin type, and efficacy requirements.


    Sampling and testing: Pay attention to the efficiency and rigor of the sampling process. Has the sample undergone necessary stability testing, safety evaluation (such as skin patch testing), and efficacy verification? This is directly related to the performance of the product after it is launched.


    Step 3: Production control, quality comes from details


    Hardware facility standards: It is crucial to conduct on-site inspections or understand the production environment through videos. Pay attention to hard indicators such as workshop cleanliness level (such as 100000 level clean room), equipment automation level, and filling accuracy.


    Quality Management System: Understand its quality control process from raw material incoming inspection (COA report review), monitoring of key control points (CCP) in the production process, to full inspection of finished products before leaving the factory. A rigorous system is the core to eliminate quality fluctuations.


    Step 4: Regulatory response to mitigate potential risks


    Regulatory update synchronization: Cosmetics regulations are dynamically updated frequently. Confirm that the processing plant has a dedicated team or mechanism to track, interpret, and implement the latest regulatory requirements in a timely manner (such as updates to the list of prohibited and restricted raw materials, new filing regulations, etc.).


    Compliance document support: Clarify whether the factory can provide complete and compliant data and information required for the "Product Safety Assessment Report" for cooperative products, and assist in completing filing/registration, sharing the compliance pressure of the brand.


    Step 5: Cooperation Model, Clarify Rights, Responsibilities, and Benefits


    Service mode selection: Based on one's own needs, clearly define whether the cooperation mode is pure production (OEM) or includes research and development design (ODM). Understand the division of responsibilities and cost composition under different modes.


    Key terms of the contract: It is necessary to clearly include in the formal contract the intellectual property ownership of the product formula and process, the definition of responsibility for raw material quality, the minimum order quantity (MOQ), the delivery cycle, the quality nonconformity handling plan, confidentiality clauses, and other core contents. A detailed contract is a guarantee for long-term smooth cooperation.


    Step 6: Service and communication to ensure smooth cooperation


    Supply chain collaboration: Evaluating the cooperation and efficiency of factories in packaging procurement, logistics coordination, and other aspects, which affects the overall project schedule.


    Response and Support: Evaluate the response speed, professionalism, and problem-solving ability of the customer service and project coordination team. Smooth communication is the key to responding to market changes.
